Study On Organization Design Of The Farmland Consolidation Programs Under Public-Private Partnerships Model

Farmland consolidation is an imporantant measure to expand the cultivated area, improve the quality of cultivated land, and raise the land-use capability and the yield rate. It has made prominent achievements since the land consolidation carryed out. There were13.3333million hectares of agricultural land sorted and about3.0553million hectares of cultivated land added since1997to2009, which made significant contributions to realize farmland gross trends to balance and sustainable land use. But there are some problems at present, such as current investment in a single channel results in capital shortage, project of poor quality leads to investment inefficient etc. However, these problems could be effectively solved by introducing public-private partnerships (PPP) model in the farmland consolidation. Because of numerous participants, Different project goals, difficult coordination among these stakeholders in the PPP model of farmland consolidation projects, it’s needed to design the organization of the project in order to guide it in effect.The paper analyses the project organization environment of the farmland consolidation under the PPP model, then conducts a study about organization design based on the computer organization theory and business process theory, the conclusions are:(1) It changes the current situation that investors and beneficiaries are inseparable and the project investment benefit is low by introducing enterprises to participate in the PPP model of farmland consolidation project, and realizes the change from choosing the project by government to apply for the farmland consolidation on own initiative by the farmers, which arouses the enthusiasm and initiative of masses to carry out farmland consolidation, and alters the passive situation of agricultural land consolidation to the institutional.(2) The PPP model of farmland consolidation project has wide application space from the perspective of politics, economy and society. But the internal organization environment of farmland consolidation project is more complex because of numerous parties, and the parties are in different organization systems which have their own goal, management mode and organizational culture, these differences bring lots of communication impairment among the organizations, and it’s easy to produce the problem in the interface of the organization.(3) Asymmetric information owing to information viscous, information delay and information distortion, unclear division in tasks and management function are the main causes of organization interface obstacles, which affect organizational collaborative integration in the agricultural land consolidation projects under the PPP model. Therefore, there are two aspects to manage the organization interface:the first is identifying the interface, making clear the interface boundaries and clearing mission and management functions; the second is analyzing the participative organizations in every phase of the project, exploring the relationship among the parties and promoting information communication between the both sides of interface.(4) WBS matrix is more conducive to form clear organization structure, make sure the task allocation and carry out post obligation; Dependency structure matrix (DSM) could reflect the interaction of information in the project process and is helpful to visualized analysis to improve the transparency of the project. It can reflect correlations between process steps, but also each item construction by the integration of the DSM and the WBS matrix, thus is facilitating the early detection of the mutual interaction information in the farmland renovation project, which is assist to the interface management.(5) The environment of farmland consolidation project in PPP model is dynamic and complex, so we need new methods and ideas to build organizational structure to adapt the complex task mission. The organization structure designed by hybrid genetic algorithm is flexible and innovative, which is able to adapt to the environment and match the action process.(6) Organization structure research is analyzing the status of parties and the role that agents play in the project to ensure resources needed in the project to get timely. It studies the cooperation relations in tasks among the agents through the analysis the situation of task-resource and agent-resource in the farmland consolidation under PPP model, then constructs a project organization structure based on the parties.(7) It can avoid project disorder and buck-passing between the different departments by process design, which make sure all work carried out programmed. The paper analyzes the four stages processes of project approval, planning design, construction and operation management of farmland consolidation project in PPP model, then clears mission in various phases of the project and each participating agent duties. It’s easy to read and understand the organization process by drawing project management flow diagram to facilitate project management.
