Networks have brought profound transformations to modern political system, political process, political power, government administration and so on, especially with the most direct and significant impacts on administrative affairs publicity. This paper took public opinions in networks, which received widespread concerns currently, as a perspective for studying administrative affairs publicity, hoping to provide theoretical complement for governmental informationalization process.Based on this, it defined the connotations of public opinions in networks and administrative affairs publicity,representation and characteristic of public opinions in networks,category and signification of administrative affairs publicity.Furthermore, it analyzed their relationships in detail from three aspects, including the change in publicity and transparency of government affairs in the context of network public opinions, the context requirements for network public opinions from government affairs publicity, besides the positive and negative effects from their interactions.After analysed the connection between public opinions in networks and administrative affairs publicity intensively,It prescribed and summarized the current condition of government affairs publicity in China from ideology, system building and the progresses in electronic government affairs in the latter part. Then it pointed out some remaining issues for government affairs publicity in network public opinions:lack of understanding in the nature and significance,which couldn’t link up with the spirit of public opinions in networks; imperfection in legal system, which couldn’t fit for new status of public opinions in networks;the limitation in contents without scientific formulation for publicizing manners, which couldn’t accord for character of public opinions in networks;the low quality and nonstandard procedures of government affairs publicity,which couldn’t reflect will of public in networks.In view of the problems, it put forward certain countermeasures for government affairs publicity from the networks public opinions perspective:firstly to change the concept and improve relative laws and regulations, then to concentrate on e-government construction and strengthen the correct guidance of public opinions in networks, later to motivate social power for supervision and improve the politics participation.
