A Study On The Strategy Of Solving New Urban Poverty In China

The urban poverty in China was concerned about began in the late1990s, at that time, thestate-owned enterprises’ shedding workers brought a large number of laid-off and unemployedworkers who were the main part of new urban poverty groups. After2003, the emergence ofmigrant workers gave the new urban poverty another problem. The derivation of the new urbanpoverty, widened China’s wealth gap, brought a number of social contradictions, affected socialharmony and stability. Because the pace of urban anti-poverty in China has lagged far behind thedevelopment of the poor groups, to solute China’s new urban poverty effectively is the goal ofachieving common prosperity, also the target of building a harmonious socialist society in China.Firstly, this paper was based on the poverty theory, after learned and absorbed the researchon urban poverty at home and abroad, made a distinction between urban poverty and ruralpoverty、new urban poverty and old urban poverty. According to government statistics, this paperanalyzed the current state of China’s new urban poverty from three aspects of population’scomposition、population’s size and population’s geographical distribution, at the same time,made a prediction on the trend of new urban poverty.Secondly, this paper analyzed the reason of new urban poverty from three angles ofinstitutional factors、social factors and international factors, pointed out that the impact of marketeconomic reform was the institutional reason, the rapid development of urbanization was thesocial reason, and the intensification of economic globalization was the international reason.Finally, this paper summarized the anti-poverty model of developed and developingcountries, after learned from the beneficial practices from foreign anti-poverty action, this paperpointed out that we should take measures to solute new urban poverty from four aspects, that was,developing equity growth economic as the goal to narrow the income gap, put the employmentpromoting employment policy as the principle to reduce the unemployed population; increasingeducation investment as the mean to improve development capacity; improving social security asthe guarantee to ensure maintenance of basic rights.
