| There have been many valuable results about fiscal and financial policies in agricultural economic at home and abroad. However, most research singly from fiscal policies or financial policies to study, or take the country as a whole to study.And, there almost no comparative studies between two different provinces in their fiscal and financial policies. This paper firstly summary of the research at home and abroad,about the relationship between the fiscal and financial policies and agricultural economic growth. Review of the related literature at home and abroad, the effect of fiscal funds and credit funds for agricultural is controversial, no matter from the macroscopic level or from regional perspective. A more consistent conclusion is the efficiency is different according to different types of funds and different area, because of the different natural geography and social economic condition. Shandong province is a big agricultural province.The geographical factors, economic factors and human factors in the province are more complicated. Therefore, it is necessary to study alone in Shandong province about the relationship between financial support and Shandong agricultural economy.This paper first summarizes the current situation of agricultural economy development and fiscal, financial support in Shandong province and analyse the new policies through the Shouguang case.The next, divide Shandong province into four areas to make empirical analysis with panel data model. Results show that the fiscal polices has positive effect on agricultural economic growth in Shandong province, however, the financial polices not. Then, make comparison with Jiangsu province to provide experience for Shandong province. Finally, make the conclusions and policy recommendations on the basis of empirical analysis and comparison analysis. |
