Analysis On The Problems And Causes In The Operation Of Fiscal Support Policy For Agriculture

"Agriculture is the great cause of the world." The "three rural issues" are fundamental issues related to national economy and people’s livelihood,and the Central Committee of Communist Party of China has always made solving the "three rural issues" a top priority for the whole Party.Over the past hundred years since the founding of the Party,China’s fiscal support policy for agriculture has evolved from serving strategic needs such as industrialization to supporting the overall high-quality development of agriculture,and has gradually formed a relatively complete and diversified policy system for supporting agriculture,which has been the financial guarantee and material basis for promoting the development of the "three rural areas".However,there are still some problems that are difficult to ignore in the actual operation of China’s fiscal support policy for agriculture,so it is of great practical significance to improve the operation effect of the fiscal support policy for agriculture and ensure that the policy is really put into practice.Many products in agricultural and rural construction are public goods and have strong positive externalities,while public finance is mainly used to provide public goods and services,and fiscal support for agriculture is an important means to perform the function of public finance and thus promote agricultural modernization,rural development and increasing farmers’ income.This thesis takes the current situation of fiscal support policy for agriculture in County Y,Jiangxi Province as an example.Through sorting out the types of fiscal support policy,investment funds and the distribution of projects,the thesis provides a comprehensive understanding of the effectiveness of fiscal support policy for agriculture in County Y in promoting stable growth in agricultural production,improving rural infrastructure construction and increasing farmers’ income.At the same time,the methodology of documentary research,field research and statistics,combined with the research of scholars at home and abroad,was used to analyze and summarize the problems and causes of the operation of the fiscal support policy in County Y,such as: multiple management of fiscal support projects and poor coordination between agricultural departments,resulting in low efficiency and even waste and loss in the use and management of agricultural support funds;the implementation of agricultural support projects ignores the local reality of the townships and the participation of farmers,making them less appropriate;the lack of supervision functions and performance assessment mechanisms has led to inadequate supervision of agricultural support funds and projects.Therefore,this thesis argues that in order to enhance the operational effect of fiscal support policy for agriculture in County Y,it is necessary to start from the reality of the operation of fiscal support policy and the local reality of townships,integrate agricultural support funds and optimize the input and expenditure structure,implement agricultural support projects and develop special agriculture according to local conditions,improve the formulation and management of fiscal support policy,and improve the supervision and performance assessment mechanism of fiscal support for agriculture,so as to promote the aim of promoting the modernization of agriculture and rural development and the increase of farmer’s income,so that the fiscal support policy for agriculture can be truly implemented and benefits the majority of farmers.
