China’s Telecom Industry Regulation Policy And Efficiency Analysis

As a pillar industry of the people’s life, telecommunication industry is playing an increasingly important role. From setting up China Unicom in1994to splitting Posts and Telecommunications and the establishment of the Ministry of Information Industry in1998, we formed China Mobile, China Unicom, China Telecom, China Netcom, China Railcom and China Satcom. In2008, China has basically formed three telecom operators, they are China Mobile, China Telecom and China Unicom. The purpose of the reform is clear, that is to break the monopoly and promote competition, and formed an effective market competition system.However, with the market-oriented reform, the efficiency of the telecommunications industry is really improved? Split and reorganization have really improved the welfare of consumers? Government should fully liberate the market or should continue to control? Which regulation method should be used? China’s telecom industry system reform, operation mode reform, competitive mode reform, price model reform and performance effect change, reflecting our country’s telecommunications regulation effect and the influence of the telecommunications industry.Chapter3is China’s telecom industry performance analysis--efficiency evaluation and influence factors analysis. In this chpter, Use DEA method to provinces and cities each year respectively for efficiency measure the value. At the same time, inport the asymmetric control concept, provide ideas for the government’s control direction.Chapter4r is telecommunications industry asymmetric control analysis--as the interchange fees control for example. From the perspective of the regulation, find out the way to improve China’s telecoms industry competition, promote the efficiency of this industry.
