In2010, the China Tobacco Monopoly Bureau explicitly stipulated in the overall planning that "cigarette on the top level" should be defined as the strategic task for tobacco industry at present and for a long time in the future. In recent years, Liuyang’s tobacco industry remains in steady growth, however, along with the upward movement of the regional economy, the conflict between tobacco production and other industries that focus on land, workers and effeciency will become more rigorous. Faced with this severe situation and great challenge,the first and foremost problem for us to solve is how to effectively stimulate the potential of employees, improve the enterprise’s business performance, and achieve the enterprise’s long-term objectives by making full use of the modern management tools and methodologies.This paper focused on Liuyang tobacco branch as studying object, analysed the current status of its performance management, and dissected deeply into the problems existing in the company’s tobacco production and performance management system. We found that the age and structure of the company’s existing workforce is quite unreasonable,the company’s management lacks of awareness for performance management, the indicators for staff’s performance evaluation are inappropriately, and the assessment process is a mere formality with insufficient practical achievements.To solve the problems disclosed above, the paper based on people-oriented, scientificity, overall optimization, feasibility and incentive principle at the first step. Then the following measures are further designed, such as redefining the administrative organization, determining the performance appraisal cycle, optimizing the performance management process, setting assessment targets with appropriate weight, enhancing performance counseling and feedback, etc. Afterwards, a performance-oriented tobacco production and performance management system took its initial shape, which aims at stimulating the potentional of human resource by performance management to improve the lasting productivity of the company’s workforce.Before implementation, the paper performed scientific analysis, conducted a questionnaire survey, and made implementation forecast for the main contents of system optimization and design improvement. According to the results of the survey, the new performance management system shows a high degree of acceptence and certain feasibility, but in the specific implementation, there may be obstacles within the enterprise and among the employees. To ensure that the system can be effectively implemented, this paper described some protective measures from the three aspects of organization, system and staff.
