The Research On Internet Of Things Public Policy Based On Coevolution Theory

The Internet of things is a new generation of information technology. TheInternet of things is known as the third wave of global information industry aftercomputer and Internet， as one of the key emerging industries of world economy.Thedevelopment of the Internet of things is conducive to maintaining the economy growthand building the modern industrial system， enhancing the core competitiveness andpromoting sustainable development of economy and society. Chinese government hastaken the Internet of things as one of the seven strategic emerging industries， and hasdone a fair amount of work in R&D， application expansion as well as policyarrangement. However the development of Internet of things faces the developmentbottleneck，such as difficult industrial concentration，high research cost， disorderrepetitive construction and the low resources utilization. These issue need afundamental solution though the macro level of state.How to make effective policy toguide and drive the development of the Internet of things industry rapidly andhealthily is an urgent task to be resolved.Focusing on the public policy on the Internet of things， the present thesis madea complete analysis of the policy status and pointed out the existing problems aboutthe Internet of things， chose co-evolutionary theory as the basic paradigm to analyzeInternet of things industry， demonstrated the similarity of the Internet of things andpopulation ecology by means of mathematical modeling， conducted research onInternet of things industry in development policy， mechanism and models， andfinally integrated a more complete policies about Internet of things and any otherinterrelated industries.As the Internet of things is in its infancy， China faceing a series of problemsuch as the lack of top-design policy， the lack of small and medium enterpriseshelping policy， the lack of globe market meeting technology innovation policy.China can take the co-evolution theory as a reference，create a favorable legalenvironment，build a healthy social network，foster adequate intellectual support， setup the Internet of things industry and technology innovation alliance as effectivemeasures.Establish and improve the system of Internet of things so as to promote theInternet of things rapid and healthy development by strengthening top design andoverall planning， setting up the industry technology alliance， building the industrial technology alliance， cultivating social network， optimizing the market servicestructure， perfecting fiscal policy.Meanwhile，the thesis will give a reference forestablishing public policy system which promote Internet of things industrydevelopment.
