From its establishment in2002to the present, the new rural cooperative medicalsystem, basically, has covered all domestic rural areas. This system has madetremendous progress and has been an important part of farmers’ life. Insured getswelfare, but in the meantime, for the purpose of self-interest, constantly cheats the newrural cooperative fund. Gradually, such fraud cases have been becoming bigger,universal, hidden, and have seriously damaged to the system’s efficiency.The fraudulent conducts of insured in this system, originated from theopportunistic tendencies. People, of different characteristics, have different cognitiontowards fraud causes, which can fully reflect their behavior affecting factors.Considering basic domestic new rural cooperative medical conditions, this paper,based on social cognitive theory and summarizing abundant case, studies the cause ofinsured fraud from the perspective of their own perception. With sample data obtainedthrough questionnaires, this paper first analyzes the acceptance of four causes,personal, medical institutions, government and community. Then it analyzes thecognition of insured, who have different natural characteristics, social characteristicsand economic characteristics, towards the four causes. It is indicated the insured havehigher recognition of the personal, governmental and social causes than the medicalcause. Personal cause is more recognized by elderly and low-income individuals,medical institutions cause is more by women and low-income individual, and socialcause is more by high educated individuals, while there is no difference towardsgovernment cause.According to the results from above analysis, combining factors which causeddifferences cognitions. To prevent insured’s cheating behavior, farmers’ healthconditions and ideas must be improves and low-incomers’ purchasing ability must beenhanced. Government should be in united with commercial insurance management.And intensify scrutiny and punishment forces. Designated hospitals should strengthendoctor supervision and hospital information management. In addition, informationdisclosure must be enhanced. Through these measures, new rural cooperative medicalmanagement will be perfected.
