The Basic Medical Insurance System For Urban Residents In Heilongjiang Province

The urban medical insurance is an important part of the system of medical securityin China and all the provinces have established their systems according to their actualsituations. The system in Heilongjiang has experienced a process of improving. Thispaper is to survey urban residents in cities of Harbin, Qiqihar and Jixi throughquestionnaire and interview. After the review of the development of medical insurancein Heilongjiang, the paper analyses the basic medical insurance for urban residents inHeilongjiang combining with the data. The study finds that there are manydisadvantages in the system of Heilongjiang basic medical insurance for urbanresidents,such as in the aspects of propaganda, coverage, the level of overall planning,fund management, and so on.Thus,the paper suggests that the designing of systemshould be improved in order to enhance its attraction, increasing the propaganda of thesystem to improve residents· cognition, the government should supervise the system inorder to improve the restriction mechanism, administrative institutions should optimizeresources to increase the service quality. All the above will be valuable to theimprovement of the basic medical insurance for urban residents in Heilongjiang.
