Research On The Co-ordination Of Medical Insurance For Urban And Rural Residents

China changed a lot in recent years,the economy and the society developed by leaps and bounds,but the gap between urban and rural is becoming bigger.People require for quality health care.The existing medical security model,which is divided by household registration,area and occupation,are unable to meet the needs of social development.In this background,our country began to integrate the basic medical insurance for urban and rural residents,but our cities are differ from each other,the current integration of medical security for urban and rural residents need to be staged and gradual.The range of integrated urban and rural medical care system will be extended to all urban residents and rural residents,The final goal of it is to realize the unified medical care system in the future.However,many problems turn up,which is not conducive to the unification of the medical insurance system,but also hinders the improvement of people's medical level.This paper is based on Beveridge Reports,social equity theory,welfare economics theory and urban and rural integration theory,This paper studies the integration of urban and rural residents' basic medical insurance by means of literature study,investigation study,case study and comparative study,and summarizes the current situation of China's basic medical insurance and analyzes the history and operation of urban and rural residents' basic medical insurance The paper mainly analyzes the specific problems that have emerged since the implementation of the integration of urban and rural residents,such as insufficient coverage and extent of medical insurance;the payment standards are unified,ignores differences of urban and rural residents;graded treatment and total control system are not perfect;the professional level of grassroots personnel needs to be improved;the supervisory and management mechanism needs to be strengthened;the publicity work needs to be strengthened.Finally,draws on the successful experience of excellent regions,puts forward the implementation plan and policy suggestions for integrating the medical security system of urban and rural residents from the practical point of view.The purpose of this paper is to improve the efficiency of public administration and the level of medical care and to maintain social justice.
