Old age pension system is not only an important symbol to measure one country’s social civilization, but also is a key factor that influences political stability and economic development of one country. After more than60years’exploration, China made lots of big achievement and fumbled some experience in old age pension system and management. But comparing with the welfare states in the west, Chinese old age pension system and its management lag too far behind. With the trend of aging population become more and more clear in China, the demographic dividend is decreasing and the government’s burden to support old people become heavier; how to innovate the current old age pension system and achieve the goal of effective management of different kinds of pension funds become a big problem of our government.As one of the top five welfare countries in the world, Irish old age pension system and management are more developed. Like its basic old age pension system paid more attention to social justice, the occupational pension spread widely thought out the country. It formed developed ways on fund management and effectively guaranteed the old persons’basic living demands, enhanced retirement income and resolved the government’s hard problem of support old people on the background of aging population. So doing the research on Irish old age pension system and management and learning good experiences can help our government to develop the current old age pension system and management; it also has important significance to our country’s future old age pension career.Based on the above mentioned aim, this thesis mainly uses document research method and comparative research method to collect first hand materials and analyze the old age pension system and management in China and Ireland. It can be divided into four chapters according to the process of two countries’old age pension system and management which are fund collection, fund investment, risk control and fund payment. The thesis did not include basic pension provided by one government, but also comprise occupational pension which plays a more and more important role in modern years.About the structure of every section of the article, the first step is to introduce one special old age pension’s system or management method in Ireland, then making compares with Chinese method and raising short comes on pension system and management. Like our government did not paid enough attention to social justice on basic pension collection, basic pension system do not have an unified policy; the design of the manager of basic pension investment is not reasonable; the government intervene to the risk control of basic pension is not rational; The government’s burden to pay for the basic pension is too heavy. Finally, it concludes some enlightens of Irish experience of pension system and management to China. Like for the basic pension, government should pay more attention to collect richer one’s fund during collection, should appoint rational manager and innovate investment channels in the investment session, the inside and out side supervision should be improved for the risk control, and the substitution rate of basic old age pension should be reduced.
