Finance is the core of modern economy. Creating a favorable financial ecologicalenvironment is the essential requirements to implement the scientific concept of developmentand promote economic and financial interaction and sustainable development. Because theintegration degree and dependency between financial and economic increasing, and rationalallocation of resources enhancing the influence on the economy, the deterioration of thefinancial ecological environment has become a bottleneck of constraining economictransformation during deep economic transition period. The vulnerability of agriculturehighlighted increasingly, and problems about agricultureļ¼Œrural areas and peasantry hasbecome difficult issue of economic and social development. Against this background,improving the rural financial ecological environment has become a major issue in order toaccelerating development of modern agriculture. As one of the first pilot city of financialecological environment construction approved by the State Council, the city of Baoji hasaccumulated valuable experience of exploration and practice after five years of development.The purpose of this subject is to seek the breakthrough and the right way of financialecological environment construction in rural areas. The significance is to learn from thesuccessful experience of developed countries, and reveal the characteristics and law of ruralfinancial ecological environment in our country, and provide practical guidance based on theresearch of experience and practices of Baoji.The research method is based on the well combination of the successful experience ofdeveloped countries and the financial ecological environment in national conditions,especially the actual situation in rural areas, the combination of the theory and practice, andthe combination of the macro-management and specific evaluation criteria, indicators andother specific operations. The study is researching on the major issues of the relationship andinfluence between the institutions, legal system and credit rating of rural financial, localgovernment behavior and rural financial ecological environments, to improve the depth andbreadth of this research accordingly.This paper is composed of four parts. First, according to the contents of the rural financeecological environment, the paper describes the main features, the economic and socialfactors of the rural ecological environment on the reference of research results and successful experiences of international and domestic rural financial ecological environment. Second, it isdeeply researched and analyzed that four indicators impact on rural finance ecologicalenvironment, which of the rural financial system, financial regulation system, rural creditenvironment and the local government behavior. Through the typical analysis on the existingproblems of financial ecological environment in Baoji, the paper enhances the judgmentsabout the status of wider financial ecological environment, strengthens the path of ruralfinancial ecological environment construction and improves the activities operation. And then,the criteria and indicator on rural financial ecological environment is brought forward, whichthe evaluation on has been done based on the object of12districts of Baoji City.Finally, against the induction and derivation of theory and practice on the prominentissues of rural financial ecological environment, the conclusion is put forward that the healthydevelopment of rural financial ecological environment relied on four criteria of ruraleconomic development, financial and legal system, the credit environment creation andgovernment functions, with a view to provide a new perspective on further improving therural financial ecological environment of our country.
