Since the Project of Farm Land Returning to Woodland (FLRWP) initiated in1999, itsimpact evaluation and research has always been concerned by researchers who focused on thesustainability assessment; single-effectiveness and comprehensive benefit evaluation.However, due to the difference in evaluation purposes, emphasis and direction as well as intheoretical basis and measurement methods, the generally accepted evaluation system has notbeen established yet, thus the evaluation results can not be fully accepted.This hindered ourunderstanding on the effects in the initiating of the FLRWP.The intuitive sense brought by the initiating of the FLRWP is the changes in agriculturalresources and thus the changes in agricultural industry and there internal coupling relationship.Based on the policy objective of the FLRWP, an evaluation indicator system was set up forthe system coupling of agricultural industry and resources. Then combining the couplingcoordination degree model and general evaluation method, the effect of the FLRWP in WuqiCounty (the first County of initiating the FLRWP in China) was analyzed.After that,countermeasures and suggestions were put forward as the reference for reinforcing the gain ofthe FLRWP and sustainable agro-ecological and economic development.(1)Based on studying the related research and analysis, we considered that rationalallocation and effective coupling between the agricultural industry and resources are not onlythe concrete manifestation of the policy objectives of the FLRWP, but also is an importantpath to achieve the goal. The changes in the amount and structure of agro-resources and thesubsequent changes in the structure and activities of agro-industry are the concretemanifestation after initiating the FLRWP.(2) Indicators which can characterize the effect of the FLRWP were selected based on thecoupling of agricultural industry and resources, and then the weight of each indicator wasascertained as well as the evaluation index system established. After that, the couplingsituation of the agricultural industry and resources was analysed by using the couplingcoordination degree model. The results showed that the coupling coordination degree ofagricultural industry and resources in Wuqi County was between0.4and0.7from1998to 2008, with a gradually upward tendency.(3) By analyzing the coupling situation of the agricultural industry and resource in WuqiCounty from1998to2008, the effect of initiating the FLRWP was quantified. The resultsshowed that: the FLRWP promoted the coupling coordination degree of agricultural industryand resource, with the coupling situation undergoing the rehabilitation phase and thecoordinated development phase and now being the coordinated development phase. TheFLRWP effect in Wuqi County stepped from moderate upto good, indicating that the effect ofFLRWP was gradually improving. But still far away from the excellent grades. The mainproblem is agricultural industry and resources in Wuqi County did not form a fine circularchain network structure, such as the irrational forest structure and the inefficient use ofresources and so on. All these factors affected the FLRWP effect.(4) According to the existing problems of the FLRWP in Wuqi County, the suggestionsand countermeasures to improve the FLRWP in next stage were proposed. For strengtheningthe FLRWP and future follow-up projects, the forest structure should be restructured as wellas the utilization rate of agricultural resources and rural labor force quality could be enhanced.Besides, the leading production activities should be advanced for resolving the unemployedrural labors.
