Government Policies "Intervention—Exit"about Promoting The Enterprises To Develop Circular Economy

With the sustained and rapid growth of China’s economy, the problem of resources and environment is increasingly prominent, has become the bottleneck of hindering economic development. The emergence of circular economy, provides an effective way to alleviate the shortage of resources, to solve the environmental pollution, to maintain economic and social sustainable development. Under the conditions of market economy, as the main body of the market economy, the behavior of the enterprises depends on the interest mechanism, the circular economy mode is no exception. In order to promote the enterprises to develop circular economy, the government has formulated a series of policies, these policies have played a role in promoting the enterprises to develop circular economy. However, the development of circular economy can’t simply let government intervention replace market regulation, we must grasp the "degree" of government intervention in the economy. Government intervention is temporary, once the market can operate normally, the power of the government should gradually exit. Therefore, the development of circular economy in the market economy, requires the autonomous behavior of the enterprises driven by the interests, requires the appropriate government policies "intervention-exit" to adjust. How the government policies can more effectively promote the enterprises to develop circular economy, is an important theoretical and practical issues.This thesis, according to the three evolution stages of the policy of circular economy, has summarized and analyzed the three kinds of government policies of promoting the enterprises to develop circular economy, and has obtained characteristics of the government policies of promoting the enterprises to develop circular economy, as well as the problem of government policies "only intervention not exit", at the same time, has also analyzed the necessity of government policies "intervention-exit", the influence of government policies "only intervention not exit", and the objects and premise of government policies "intervention-exit". On the basis of the above analysis, the thesis has specifically analyzed "intervention-exit" of the three kinds of government policies to promote the enterprises to develop circular economy, and has reached a conclusion that which policy may not exit, which policy may exit and how to exit.
