Circular economy has become the theme of all the countries in the world today.It reduces the conflict between economic development and the environment, and reflects the concept of sustainable development.Because of the externality, information asymmetry, the market can not optimize the allocation of environmental resources, so government involvement is essential.The government of Gansu Province has made the beneficial exploration in promoting the development of circular economy, it has developed a series of incentives and has played a certain role. However, it shows that the incentive effects is not significant, problems are still exist, such as the incentive policy can not fully mobilize the enterprise and the public to consciously develop circular economy.This thesis consists of six parts.The first part is the introduction, introduces the origin and meaning of this paper, the domestic status and the situations overseas on this research,and descripts the main research methods adopted.The second part is the basic theory, firstly introduces the concept of circular economy and the government’s incentive; then discusses a theoretical basis of government intervention; finally clears the measures of government intervention.The third part is the current situation of the incentive policies of circular economy development in Gansu Province, and the existing problems.The fourth part is the inspiration of the foreign government incentives to China, it explains the effective government incentives of Germany, Japan, and the United States,providing a reference for the government of Gansu Province to formulate incentive policies.To solve the problems, the fifth part puts forward the corresponding solutions.The last part is conclusion, it makes a finishing for the relevant conclusion of the thesis.
