Corporate environmental and social responsibility, which exerts a significant impact on achieving the enterprise value of stakeholders, is an important part of corporate social responsibility. This paper, based on the Enterprise Value Maximization Theory along with the survey and the field investigation of the industrial enterprises, analyses the willingness and behavior of City L’s industrial enterprises in taking over their environmental social responsibility. On this basis, to further explore the influencing factors of corporate environmental and social responsibility, this paper has also put forward some corresponding countermeasures and suggestions. And the study is subdivided into5parts:Part Ⅰ:Introduction. This part mainly includes the background and significance of the Corporate Environmental and Social Responsibility, a brief introduction of the literature reviews and their commentaries at home and abroad, the definition of the basic concepts and the research ideas and methods.Part Ⅱ:The basic theory of Corporate Environmental and Social Responsibility. It includes the maximization of enterprise value and shareholder wealth maximization theory and stakeholder theory to explore the basic theory of corporate environmental and social responsibility.Part Ⅲ:Empirical Analysis of the willingness and behavior of City L of the Corporate Environmental Responsibility mainly includes the behavior of taking over the environmental and social responsibility featuring environmental and social responsibility awareness and attitudes, corporate legal policy, economic responsibility, ethical responsibility and public service responsibilities.Part Ⅳ:An analysis of the influencing factors of the behavior of the City L industrial enterprises in environmental and social responsibility. It analyses the impact on the behavior of the corporate environmental and social responsibility through five aspects:the enterprise in production and management, ethical values, the incentive and restraint mechanisms, policies and legislation.Part Ⅴ:Conclusions and recommendation. Through research and analysis, we could reach the following conclusions:Firstly, the lack of awareness in taking over the public environmental responsibility and the disparities in the recognition and understanding of the corporate environmental social responsibility. Secondly, the influencing factors like the enterprise management status, legislations and regulations, incentive restraint mechanism exert significant impact on the fulfillment of corporate environmental social responsibility, therefore, efforts must be made in order to improve the enterprises awareness to take over the corporate environmental social responsibility:First and foremost, we should change our managerial concepts and have ourselves transformed from a profit-driven businessman into a businessman with environmental consciousness. Secondly, we should facilitate and improve the incentive restraint mechanism of the corporate environmental responsibility and put the market mechanism into action. Thirdly, we should optimize the external supervisory and legal mechanism, improve the rewards and penalties system and its enforcement so as to achieve the green strategic development of the enterprises.
