Nowadays, facing with the competition strength from economic hotel and foreign hotel, tourism hotel industry came in to the age of low profit, so hotel industry need to find a new way to deal with the market and environment. In this intense competition, there are some problems in the hotel organization, so the core competitive strength is short, and a change inside the hotel was needed. As the reference of the old hotel star evaluation system, most hotels have an organization that is big and total, with a great number of departments,human resource and the assets, when deal with the changing outside environment, it seems like short of flexibility, and can not response to the environment smartly. With the development of the research on modern company management theory, such as core competitive strength theory, division of labor theory, client-agent theory and worth chain, the theory inductor is provided to the change in hotel. As the outsourcing is widely used in many industries, this, in another way, provided a new way for the hotel to rechange its organization. At the some time, the outside condition, which is quickly developed with the service supplier, is provided for the hotel to outsource its non-core competence business.Outsourcing is a new kind way for the hotel to run, which could have a better development for the hotel in the long run; there are four kinds of benefit:first, it could enhance the core competitive strength of the hotel by reduce the useless department; second, it can reduce the cost of the business and make better economic income:third, it could increase the service quality so to get better customers satisfactions; last, it could prevent some risk in the outside environment, and raise the flexibility of the organization.In this paper, the outsourcing decision in the hotel was made as the study object. Based on the study and analytic of literature, firstly the current situation and exist problem of the hotel outsourcing in china was researched. Then, an outsourcing decision model of hotel, consisting of strategy factor, economy factor, organization factor, environment factor and risk factor, was constructed, which was on the principle of comprehensive&system, scientific and operational. Finally, after using ANP method, the priority of the hotel outsourcing decision can be got by many calculation steps, so as to make the best decision for the hotel. At the same time, a case study was illustrated to show how to make the hotel outsourcing decision model in real life. The target of this paper is to provide a scientific method for the hotel to make a better outsourcing decision.
