With the rapid development of economy and society, the disadvantages followedby the traditional economic development mode is more and more apparent,theimpacts exerted on environment by economy and society is more and more serious,environmental problems have become a kind of major global problems. At the sametime, with the implementation of the sustainable development strategy and theimplementation of the concept of scientific development in our country, how toscientifically and reasonably assess the overall situation of natural environment in ourcountry, and how to evaluate the efficiency and deficiency of provincial environmentconservation in China, is becoming a very urgent target, and this all depends on a setof scientific and dynamic environmental-friendly comprehensive evaluation system.However, due to the environment system involving several areas, the study ofenvironmental-friendly index system is in the starting stage, it still does not have acomprehensive index system, which is of strong feasibility.This paper generally summarizes the domestic environment assessment researchresults, researched from the related theory of environmental economics and ecology,defines the concept of environmental-friendly index.Combined with thepressure-status-response frame,current environment situation and its changingcharacteristics, constructs the framework of environmental-friendly index systemby following the principles of index system. The index system for environmental–friendly compsite index is constitued by the overall objective, the criteria layer andthe index layer. The overall objective includes environmental-friendly index one-levelindicator. The criteria layer includes three two-level indicators: environmentalpressure index, environmental control index, environmental performance index, whichis attempted to reflect the different effects and characteristics emphasised on thepressure,control, performance of environment system. Based on the study mentionedabove, the cumulative probability distribution method has been used to standardizeoriginal data,and the standard deviation factor weighting method has been designedto get the weight and to calculate multi-scale environmental pressure index,environmental control index and environmental performance index,then,the empiricalanalysis has been made to evaluate muti-scale environmental-friendly degree,whichis resulted in the evaluation. Meanwhile, considering different factors on dynamic changes of naturalenvironment system, the related analysis has been made to evaluate the integration ofthe environment, economy and society. Again taking into account of the particularityof policy variable changing in environment of the two-oriented society pilotregions,the system dynamics model has been builded to simulate environmentalpolicy of two-oriented society pilot region.Based on the the impacts of economicdevelopment and population growth on the environment, taking the gross domesticproduct, the total population as two state variables,constructs auxiliary rate variablesand constants, builds a virtual dynamic system dynamics model of ecologicalenvironment system of Hunan province.Adopting the dynamics system method, thescenario analysis has been made to emulate policy parameters of different scenarios.Based on the empirical analysis result, analyzed from the two angles of the differentprovincial scale and two-oriented society pilot regions, suggestions andcountermeasures for optimizating environment policies have been put forward lastly.
