According to our country's environmental impact assessment law which became effective in September 1,2003, the plan environmental assessment is demanded. Plan environmental assessment is issued to analyse, forecast and evaluate the environmental impacts caused by the implementation of laws, policies and plans, and make the countermeasure to avoid or debase the environment impacts induced by decision-making misplay. Plan environmental assessment is the application of environmental impact assessment in strategic level and the technical means to promote the sustainable development of socio-economic environmental system.With the rapid increase in demand for mineral resources induced by the fast development of economy, it's more and more important to coordinate the relationship among mineral exploration, exploitation and environmental protection. To abate the environment impact caused by the mineral exploitation and control the pollution from the source, one of the most important means is to assess environmental impact of mineral resources planning.In connection with the characters of mineral resources plan like large time span, far-reaching ecological impacts, enormous socio-economic impacts, this thesis mainly discusses the technical framework of environmental impact assessment of mineral resources planning, establishes the index system of environmental impact assessment. The methodologies of environmental impact assessment of mineral resources planning are studied. The technical framework of environmental impact assessment using GIS is presented. The feasibility of theory and technical framework using GIS is verified by environmental impact assessment of mineral resources planning of Jiangsu Province as an example. The main contents of the thesis are summarized as follows:The factor recognition system and evaluation index system of environmental impacts of mineral resources planning established in this thesis gives prominence to the function of geological environmental impacts assessment in mineral resources planning, which makes mineral resources planning more reasonable and leads to the harmonious between the human and the nature.The environmental impacts assessment method of mineral resources planning based on GIS is established, whose key technologies like spatial information storage, data processing, buffer analysis, raster superposition and model analysis, distance analysis are a technical breakthrough and practical innovation; it presents a model for the similar work in China.In environmental impacts assessment of mineral resources planning, the important ecological sensitive area, ecological function region, nature reserve, geological relics, scenic spots and heritage districts are taken as key assessment evaluation object. The geomorphologic landscape, green ratio, soil and water loss, air-water-soil pollution, the species, scale, amount and intensities of geological disaster, the quality of surface water and groundwater, occupancy amount of ground are taken as main assessment factors, which improves the theory and method system of environmental impacts assessment methods of mineral resources plan in China.Through environmental impact assessment of mineral resources planning of Jiangsu province (2008-2015),the theory research combines with the application well and it proves the theories and technical achievements presented in this thesis are feasible and maneuverable.
