Food is the material foudation of the subsisting and developing of the humanbeing, food safety concers to the human healthy, economy developing and social stabilization.Food safety have the characteristics of the external and public property, the government has the responsibilty to shoulder the supervision of the food safety.In recent years, the food safety accident increased, people focous on it.Food safety accident happens frequently shows that the supervision of the food safety in our country should be enhanced.There are a lot of elements effect the food safety, the supervision system is the main aspect.How to reform and perfect the supervision system, as well as improve the efficient of the supervision becomes the very important public adminstrative topic.This article reckons on the supervision system in operation in our country, through the analyse of the conception of the supervision system of the food safety, analyses the common substance and principle of the supervision system of the food safety, discusses the place and function of it;uses the administer theory, public choosing theory, administrative organization theory and governmental function theory as the foundation, reviews the four steps reformation of the supervision system of the food safety, provides the rewards that it has made, such as "preliminarily construct the frame of the stage supervision system, continously pertect the disposing of the function of the supervision system, progressively rationalizing the responsibility and right among the departments." Points out the insufficiency in four aspects of the establishing the organization, disposing the function, dividing the limints of authority and function system, analyses the reasons, such as reformation of the administrative system, perfection of the laws and regularions, developing the soial intermediary organization, introduces the supervision system of the food safety in American, Canada and Japan, then analyses the advantages and disadvantages of it, gets the enlighternment of reforming and perfecting the supervision system of the food safety, promotes the feasible sugestion of the reforming and consummating the supervision system of the food safety in China in four aspacets, that establishing the organization on the foudation of using for reference of the foreign country, disposing the function aiming at avioding intersecting and overlapping, dividing the limints of authority under the condition that ensures the responsbility consisitents the rights, perfecting system under the presupposition of ensuring the effectively operation.
