Climate oscillation and the ever-deepening of the energy crisis have forced thestates to treat energy as one of their strategic deployments. Therefore, thedevelopment mode of the energy industry is the focus for all states. The constructionof a two-oriented society in China helps to propel the transformation of economy, so itis critical for China to handle the transformation of the development of the energyindustry. The theory of low-carbon economy timely directs a new orientation for itsdevelopment: one is to development the new energy industry, and the other is toimprove traditional energy technology so as to highlight efficiency.It will be based on China’s facts to analyze the content of low-carbontransformation in energy industry. Owing to its scarcity and non-renewable nature,energy is a special strategic product vital to national well-being and the people’slivelihood, so its development mode shouldn’t be determined wholly by market. Thedevelopment of the energy industry calls for the involvement of the “visible hand”.The starting phase of the transformation of the energy industry into a low-carbonmode requires quite a little capital investment, which is beyond the capacity of one orsome corporations, so it is necessary for the governments to energetically promoteand support its process, What’s more, the low-carbon mode of energy industrydevelopment also calls for the industrial policies, financial policies, technologicalpolices and so on to rationally monitor this market.In China, no energy-specific policies have been promulgated yet to propel asustainable development of energy, and the existing policy conditions are notunsuitable for its development. The ever-worse energy supply conditions havecompelled many countries to employ the low-carbon ideology: starting from releasingpolicies to reform the energy industry from the very high level. Japan, America andEuropean countries are taking the lead in developing a low-carbon economy, for mostof them have already promulgated related laws and regulations, employed tax,financial and technological policies, and strengthened international cooperation, so asto propel the low-carbon transformation of the energy industry. China also attachesspecial importance to the low-carbon transformation of the energy industry. Startingfrom the specific conditions we are facing, this thesis attempts to study the basicstatus of Chinese energy policies as well as the shortcomings. The overseas policy experience in the development of new energy and the reform of the old energy systemare referred to, and the theories related to low-carbon economy and public policies areemployed to discuss the policies and suggestions as well as the detailed measures topropel the low-carbon transformation of the energy industry, so as to tackle theexisting problems and shortcomings.
