In the industrialization era, the human become more and more dependent on the energy, and the energy become more and more important. In order to promote energy industry, make sure of the energy security, the main countries in the world formulate various energy support policy, which include administrative measures and legal means, economic means, etc. Among them, the economic policy is the most important method, and many governments use the market mechanism to achieve the aim, because the cost is low and the effect is good. Energy support policies affect both energy supply and the energy demand, both the business sector and the family department, both the economic efficiency and the social fairness problem.China has a rapid development, the energy demand is bigger and bigger. The aim of the energy policies is to insure energy security, supply enough energy to support the economy. At the same time, the fossil energy gets too much subsidies in China, how to further promote energy price reform, is a very important problem. This paper studies the evolution of the energy support policies in the U.S., especially about the fossil energy, the renewable energy subsidy policy. Then discuss the positive role and negative effect of energy subsidies, talk about the development of China's energy policies. What is the impact of China's energy support policies, and how to go on our energy reform, this article tries to answer these questions.This paper is composed by six chapters, the framework is as follows:Chapter 1 mainly introduces the background and significance of this paper, and summaries some theories about energy support policies. The innovation of thesis is also discussed in this part. Chapter 2 shows the analysis of the energy support policies with some of the basic principles of economics. Chapter 3 discusses the U.S. energy support policies, introduces how the U.S. support for the fossil energy and the renewable energy. Chapter 4 discusses the energy policies adjustment trends and influence in China. Chapter 5 discusses the controversy between countries about the energy subsidies and the carbon tariffs. Chapter 6 talks about what can China learn from the United States about how to make energy support policy.
