The Research Of Performance Evaluation Of Public Investment In Rural Areas Based On The Farmers’ Satisfaction

Public investment in rural areas is the investment of rural public goods in order to meetthe farmers’ public interests. Rural public goods which government departments or ruralcooperative organization offered are varying degrees of non-competitive and non-exclusiveproducts, mainly to meet the needs of agricultural production, farmers’ living and thedevelopment of the rural society. It is the main source of funding fora new rural development,is the key issue for implementing the urban and rural development strategies and theimplementation of the construction of new socialist rural areas, but also the key measures tosolve the”three rural”. Public investment in rural areas plays more and more important parts inpromoting rural economic and social development.There are a number of issues that not beignored in the process of public investment in rural areas, mainly including unsatisfactoryinvestment performance, serious waste problem, redundant low-level development and so on.To solve the above problems is key to strengthen performance management of publicinvestment, to improve the benefit of investment, to improve the performance level of publicinvestment in rural areas, to ensure that the public investment project in rural areasmaximize the benefits, playing the best role for the new rural construction.In this paper, in the light of the performance evaluation of public investment in ruralareas related theory,based on the conclusion, summary, comparison and analysis of theperformance evaluation methods in public investment, throught collectting data on-the-spotinvestigation, research the performance evaluation of public investment in rural areas by usingthe analytical method of the farmers’ satisfaction and study the influence factors of theperformance evaluation of public investment in rural areas. This paper has an importanttheoretical value and practical significance in improving public investment in rural areas, aswell as the basic theory of the performance evaluation of public investment in rural areas,improving the level of he performance evaluation of public investment in rural areas andprotecting China’s socialist new countryside construction to go smoothly.This article mainly includes the following content:Chapter I: Introduction. First of all the issues raised-performance evaluation of publicinvestment in rural areas and analyzing the significance of the topic, and then summarizing the study at home and abroad, and finally describing the study methods, research routes andmain content as well as innovation and lack in this article.Chapter II: the theoretical basis of the performance evaluation of public investment inrural areas. First，it discussed the relevant theoretical knowledge about public investment inrural areas and analyzed its characteristics and role. And then it introduced the meaning andcharacteristics of the performance evaluation of public investment in rural areas. Finally, itanalyzed the theory support of the performance evaluation of public investment in rural areas,including public finance theory,"3E" theory, the principal-agent theory, and welfareeconomics theory.Chapter III: The choice of the performance evaluation methods of public investment inrural areas. First, respectively introduced and analyzed five common public investmentperformance evaluation methods including the cost respectively-benefit analysis method, thecomprehensive evaluation method, the balanced score card method, data envelopmentanalysis and satisfaction analysis. And then summaried their differences from the basicconcept, characteristics and the scope of three aspects.Chapter IV: The basic situation and the investment performance analysis of publicinvestment in rural areas. Through the basic data of public investment in rural areas byinvestigation of zhejiang, jiangsu and shandong provinces, this chapter firstly analyzed thebasic situation of public investment in rural areas of the three provinces. And then analyzedfarmers’ satisfaction of public investment in rural areas of the three provinces, pointing outthe conclusion that there are regional differences of farmers’ satisfaction. Finally, respectivelydid statistical analysis of the most worried about public investment issues and the priorityorder of the public investment in rural areas involved in the questionnaire.ChapterⅤ: The empirical study on the performance evaluation of public investment inrural areas. Based on the the previous research results, using the survey data, adopting of thesurvey data of the public investment in rural areas of jiangsu province, zhejiang province ofshandong province, building model by the data of questionnaires, this chapter studied thefactors of farmers’ satisfaction of public investment in rural areas by the CSI-two variablesLogistic regression model.ChapterⅥ: Summarizd the conclusion of this paper and put forward policy recommendations to improve the performance level of public investment in rural areas.
