As the main financing resources of supply of rural public goods, Rural public investment has playedan important role in ramming agriculture foundation, promoting the rural economy and societydevelopment, increasing farmers’ richness, reducing the gaps of people’s living standards and publicservice between urban and rural areas. In the past years, more attention and public resources has been givenurban areas and industry, the result is that the city and countryside income differential enlarges unceasingly.In recent years, All levels of the government increases public investment, in2010the state financedisbursement used in the countryside public investment has surpassed800billion Yuan, while the localfinance also unceasingly expands the investment.In the situation of high speed of economical development and the strengthen of government financialresource, it rises a un-neglective question whether it’s effective in the usage of the rural public funds whenthe massive funds flow in the countryside area. It is well known that public sector’s low efficiency is aworldwide difficult problem. The low efficiency of the funds’ management and the imperfect system ofstate finance also affects the government services’ efficiency (Yang Chan Ming, Wang Wei,2008). Ourcountry’s government scale is quite huge, its existence form is also scattered, there is not a good plan inusing the funds, and so making a good use of public resources with rational assignment is very difficult. It’seasy to have the corruption in some public disbursement domain when government provides the publicgoods, which could form one kinds of vested interest, those will also hinder the public disbursementstructure’s adjustment, and make an obstacle for the economical and the social development (YangCanming, Zhao Fujun,2004). Therefore, it is necessary to carry on the appraisal of Public sector efficiency,simultaneously enhance government’s work transparency, strengthen the function of public opiniondirection, promote public sector efficiency enhancement.This article rests on some theories and methods related to rural public investment and it’sachievements appraisal, utilizes the literature analysis method, the empirical analysis method, and dateenvelopment analysis(DEA),deeply summary, compare and analyze the domestic and foreign’s publicinvestment performance practice, analyze the situation of the construction of public finance system andsame related works in rural public areas, quantitates the efficiency performance of rural public investmentbased on the three-stage DEA method. With the above analysis, carries on the analysis and the explanationto rural public investment efficiency.
