The Research On The Impact Of Market Degree On The Scientific Development Of China’s Mineral Resources Industry

By using AHP, Analytic Hierarchy Process, this paper builds the Evaluation Index System for Scientific Development on China Mineral Resources Industry and then makes positive analysis of different areas and different industries’scientific development level. And also, based on the present research experience of domestic and international academics, we establish the Evaluation Index System for Market Degree of China Mineral Resources Industry. Finally, in order to study the connection between the market degree and scientific development level, we establish panel data measurement regression model by taking nine indicators which are used to evaluate market degree as explained variables and scientific development level of China mineral resources industry as been explained variable.Our study conclusion shows that:Firstly, industry associations, market concentration level and market access barriers are three of the most important factors that influence the scientific development level of mineral resources industry.And also, the importance of the market mechanism which can promote the scientific development level of mineral resources industry is increasing.Secondly, our mineral resources industry’scientific development is being on a low level, existing large difference between kinds of industries and areas. As to mineral resources industry.’five industries, the overall scientific development level is not high, and still keeps on a traditional development stage. As to twenty-two different areas in China, it exists large difference too. The top three areas that owns higher scientific development lever are Shanxi province, Shandong province and Xinjiang area.It is the property diversification, market-oriented pricing, market opening degree and market competition degree that determine the scientific development level.The better they are,the higher scientific development lever they keep.Thirdly, property diversification, market-oriented pricing, market opening degree and market competition degree all have significant and positive correlation with the scientific development level. So, in a word, the improvement of market degree can promote the scientific development of mineral resources industry.In order to improve mineral resources industry’scientific development level, the Government should take compatible policy and stimulant rules to enhance the market level of mineral resources industry. Finally, we make conclusions based on the above: government department should pay more attention on the reform and innovation of mineral resources property rights mechanisms to promote the implementation of property diversification policy of mineral resources. Functional departments can also constitute the exchange and running standards and principles of mining right market to lead to set up a canonical market transaction system. Community should expand market opening degree and advance technology to improve our mineral resources’scientific development level.
