Rapid development of information fee business, has become the telecom operators new business revenue growth.Billing of BOSS system has the characteristics of quasi-real-time. Bsiness of information costs is ordered by the MISC system. User state of BOSS and MISC can not be fully synchronized.As a user’s status is normal on MISC, MISC will trigger billing CDR. But BOSS may not be successful chargeback, which will result in arrears. Quasi-real-time billing of information costs may bring the arrears risk. On the other side, settlement between Mobile operators and SP is based on the CDR statistics generated statement, which is triggered by MISC. Operators may settle with SP while not accounting. Information Fee Income Security System, will achieve income security purposes from two main aspects. One is to improve real-time billing, and the other is to improve the settlement algorithm.Information Fee Income Security System is divided into two main parts, arrears risk controlling and settlement management. Arrears risk control parts’s construction is according to the specification and combination of the characteristics of local users and existing systems. DSMP will make user charges authentication as the key moment of the tariff in the process of user data services. It will only make Pay-per-view business authentication on greylisting users. DSMP intercept on the business if the authentication is unsuccessful. Settlement Management will analysis cdr’s billing and accounting, study the algorithm of the settlement according to actual accounts, achieve the audit of arrears data. It will also analysis the feature of self-consumption business and user and achieve automatic monitoring system for the self-consumption fraud warning.
