With the development of the society, people are requiring more services with higher quality. As the key means of various organizations to provide better services, its application has made great contributions in offering preferable services over the last few decades. However, the enterprises are offering their clients better services than that of the citizens offered by the government in all respects. Nowadays, the Chinese government is in a state of changing to a service-oriented one, the introduction of client relations management and its managerial system into tax department will contribute to its service-oriented transformation, informatization and various management levels.However, as a governmental department, to introduce the business management idea is of great risks. In this case, to combine the ideas, technical and management means of the client relations management system with the present tax payment service and tax management system and make an analysis of it will help to decline the risks mentioned above. The employment of sound business service techniques and management methods will enhance the tax payment service quality and its efficiency.Based on the study of the modern business client relations management, call center technology, intellectual management and information management and the establishment of service-oriented government, this paper makes an analysis of the introduction of the mature and profitable management ideas and techniques to the tax department in order to build a more satisfying tax payment service system--Taxpayer Relations Management system.
