An Study On Rural Poor Population In The Transitional Period Of China

Since1986. the party and the government have started the long-drawn-out war against poverty, adopted a series of policies and measures to deal with the problem of poverty in rural areas, set up a special poverty alleviation mechanism, and established a set of poverty alleviation work system from the central to the local. The impoverished population in China basically gathers in the countryside, especially in the western rural areas. In order to solve the poverty problem in China and achieve the grand target of constructing harmonious society and the new rural areas, it is a must to be aware of this point. This means that, to solve the impoverished problem of China and achieve the goal of "common prosperity, the key point and difficulty is in the rural areas, which requires us to solve the impoverished population problem. On the basis of the great changes of our society in the transition period, this paper gives a literature review of the state of impoverished rural population of our country, analyzes the poverty level, scale and distribution of rural impoverished population and explains the changes of per capita net income of impoverished rural population as well basic situation of the major destitute counties that the state exploiting and supporting the poverty. It also concludes the main policies, measures and experiences of the decades’work of poverty reduction and social development of China, and then makes a deep analysis of the reasons of the forming of rural impoverished population. Finally it puts forward some measures to cope with the poverty problem of Chinese rural areas in the transformation period from two major aspects:systematic tactic, which includes creating a favorable environment foe live and work, perfecting the existing poverty-relief and development systems, improving the employment of rural impoverished population and perfecting the law protection mechanism and the tactic of "divide and rule." The whole paper is divided into five parts:The first part is introduction, focuses on the topics of this paper, the significance of the study, the purpose and methods of research, innovation and deficiency. In the impoverished research part, at home and abroad was reviewed for the definition of poverty theory, poverty level determination method. Introduced the income poverty and poor ability of solving basic theory. At the same time introduced the determination method of poverty and poverty line basic knowledge.The second part combed rural poverty population’s basic situation of the transition of China roughly. First, rural impoverished population profiles in China in the transition period were introduced. The first thing of this topic analysied the level of poverty, poverty scale and distribution, and then summarizes the basic situation of the rural poor population. Secondly, this part of the country to help deficient up to develop the main policy measure and effect undertook combing, also the development that help deficient up the basic experiences are summed upThe third part based on the second chapter based on the transition of China s rural poverty population to conduct in-depth analysis of the causes.
