| How to control the expense on the project is a problem that investors concern about. But most of the attention was paid to the process of construction,which is probably wrong. In fact, the prephase or the decision-making progress is the key period to control the whole expense of the project. With the rapid increase of the projects on government investment Yiwu, the size of investment is getting bigger, which also raise an urgent request of a standarded scientic system and mode in management. This paper firstly makes a clear description on the present situation and main problems, then focus on some new ideas such as programmed management, setting new working system and so on.The theory on programmed manament and setting new working system is the essential part. The main study goes as below:1、To set the limits on the definitions such as government investment project,prephase and so on;2、To compare the basic working system and management modes on government investment projects of USA, Germany, and Hongkong and get the inspiration from their experience;3、To introduce the evolution of the investment system and the procedure and characteristic of the management on government investment projects in Yiwu;4、To analyze the present problems in the management of Yiwu government investment projects;5、To put forward the new proposal to upgrade the management modes by setting up a new projects bank and normalizing the prephase management.The study on the management modes of government investment project is a comprehensive field, which is difficult but has a significance. The fruit of this paper is expected to be helpful for the managenment in Yiwu and the coming new policy as well and finally improve the level of prephase management in Yiwu. With the improvement of study and urgent practical request, study on this field is bound to be better. |
