With the rapid economic growth since reform and openness in china, environmental problemns become more severe. The relationship between economic growth and environmental pollution has become a hot issue of domestic and foreign schlars.inner monglia located in northern china relying on the development of the energy industry since the development of western.have gained enviable economic success but at the same time it also faces many environmental problemns urgent need to address the contradiction between economic and environmental relationships.This article first review the related theory of ecomomic growth and environmental pollution mainly focuses on the environmental kuznets curve(EKC) of the relevant theory. The environment with economic growth will be improved after the deterioration in the initial stage of economic development. due to lower level of economic activity lower level of environmental pollution will be made.with economic development environmental resources consumption is greater than the ability to repair itself. the environment began to deteriorate. In the higher stage of economic development.ecnomic structure changes production efficiency environment protection improves,thus forming an inverted U shaped curve. and then with the inner mongolia1987-2008economic and environment data,study the relationship of ecomomic growth and environmental pollution. Environment indicater uses the three industrial waste.economic data uses per capita GDP. select the appropriate EKC model and decomposition model, empirical research the EKC and external factors that impact the environment, and then conclude the analyse based on the practical situation put forward the policy proposal for the sustainable economic development.Through Traditional environmental Kuznets decomposition model and empirical study on the model, we reached the following conclusions:firstly the relationship between economic growth and environmental degradation are not fixed:Inner Mongolia region’s economic growth and environmental pollution indicators shown are straight-type and n-type relationship, does not render the environmental Kuznets curve describe the inverted u-shaped. secondly different indicators will give different results: scholars in the study on the environmental Kuznets curve, the selected indicators are not the same thirdly compared with the traditional model of environmental Kuznets decomposition models is better:according to the resulting data and charts, we can see that decomposition model than the traditional model of EKC look better According to the resulting data and charts, we can see that decomposition model than the traditional model of EKC look better. Fourthly According to the decomposition of model research result we come to the conclusion:first:energy structure is unreasonable, especially an excessive proportion of coal, coal consumption is the main reason for the increase of industrial waste gas. Second:the enormous technological progress for reducing environmental pollution. Third:impact of industrial structure change on environmental pollution but not very notable, in the process of industrialization, through the introduction of advanced technology and equipment to speed up the replacement rate of old equipment to implement industrial clean production of low-emission, will be able to offset the pollution of industrialization brought. Based on these findings we propose policy recommendations for solving the problems of economic growth and environmental pollution first:adjust the energy structure and reduce the proportion of coal in the energy mix,increase the proportion Of natural gas wind and other clean energy. Second depending on technology progress to reduce pollution, through preferential tax and fiscal policy to speed up the introduction of advanced technologies in other areas the pace at the same time eliminate backward production techniques to encourage environment-friendly industrial development. third the optimization and upgrading of industrial structure, focus refers to the development of modern industry rather than taking the traditional extensive industrialization.fourth using external theory to solve environmental problems, primarily applied to Pigouvian taxes as the theoretical basis of environmental taxes, tax reform, and based on the Coase’s theory of the emissions trading system.
