To solve these problems, we must make full use of agricultural resources and pay attention to integral layout and macroeconomic control, combined with the current situation of the agriculture development of Heilongjiang province. By using experience of the United States, Japan, Israel and India for reference, we should develop modern agriculture science and technology from various aspects such as agricultural scientific research and promotion, improve the comprehensive agricultural productivity and the international competitiveness of agricultural products in our province.In this paper, the research work can be summarized as follows:The article first clear the topics background, purpose and significance combined with NO.1Document in2012. Point out the important problems that hinder the development of agricultural science and technology in Heilongjiang province by analyzing of the current situation and existing problems. Summarize future development direction and trend on the basis of the experience at home and abroad. Then using the analytic hierarchy process (AHP) method, construct the evaluation system of influence factors of agricultural science and technology progress, calculate the weights of each factor, determine the influence degree of each factor to the agricultural science and technology progress and comprehensive evaluation the influence factors. at last, comprehensive research work, according to the existing problems the of modern development of agricultural science and technology in Heilongjiang province, summarize and put forward corresponding suggestions and measures to promote the development of modern agricultural science and technology in Heilongjiang province.
