If the genetically modified soybean lossed once used to grow in the folk, there will cause gene environmental pollution and seed source risk of non-transgenic soybean.Due to the risk of Transgenic Agricultural Products and rapid growth of trade in Transgenic Agricultural Products, the research on it also subsequently grows in quantity, ranging from transgenic biotechnology management, risk management, seed management, trade management, use management and etc. The United States of America as the main exporter country of genetically modified agricultural products takes relatively loose safety management of transgenic organisms. The European Union and Japan takes specify strict legal system on the import and use of genetically modified organisms. Therefore, abroad research about import and management of use of genetically modified agricultural products is reletively few. As the main importer of genetically modified agricultural products especially transgenic soybean, Chinese research on it is relatively more.Based on the investigation of using Chinese imports of transgenic crop management rules, dangerous goods tracing theory, HACCP theory to analysis the critical control points of China’s import and management of use transgenic soybean, and the existing problems in these points. Finally conclude the modes of import and management of use of the genetically modified agricultural products, and combining Chinese condition, draw lessons from foreign successful experience, ultimately to give the suggestions to improve the Chinese import and management of use of transgenic soybeans.
