Research On Operation Style Of Treasury Cash Management In Harbin

In recent years, local governments and financial departments increasingly desire tomaintain and increase in the value of the idle funds in stock for the sake of the rapid growth ofthe stock balance in local treasuries. In2006, the official initiation of central treasury cashmanagement led to the insiders’ thinking to a range of issues, such as how to efficiently usethe deposit in local treasuries and how to select a scientific and reasonable operation mode oftreasury cash management.Currently, cash management of local treasuries has not truly started in China and, as well,the research of the management mode of local financial treasury cash is a new issue.Consequently, the research of this paper is in the exploring and conceiving stage, which aimsat the operation mode of the financial treasury cash management of Harbin.The research of this paper starts with the comparison and analyses of both domestic andinternational operation modes of treasury cash management. The author summarizes theoperation modes of treasury cash management of some typical countries and their successfulexperience as well as specific operations through the in-depth analyses of the operation modesof USA, Britain and several European countries, which is of great reference significance toexplore the operation mode of local treasury cash management in China; Meanwhile,according to the current situation of the cash management of Harbin financial treasury, theinfluencing factors have been analyzed in depth; based on this, the author analyzes thefeasibility of the establishment of the operation mode of Harbin financial treasury cashmanagement, its target and principles, selects an adaptive operation mode for Harbin financialtreasury cash management from three internationally universal operation modes of treasurycash management and also brings out the specific manipulating mode, furthermore, analyzesthe relative problems demanding prompt solution in the implementation of the operationmode and suggests some feasible solutions.
