The Development Issues And Countermeasures Research Of Qiqihar State-level Science&Technology Industrial Parks

Since the implementation of the Torch Program in1988, the STIPs in China has gotrapid development and obtained remarkable achievements, which has become significantcarrier of economic development and industrial upgrading. However, due to the effects ofinitial conditions, regional economic base and the overall national policy, the development ofSTIPs in China has the feature of regional imbalance. As the role of STIPs prominent, thestate and various provinces and cities pay more attention and increase the investment to theconstruction of STIPs. Capital, technology, talent, and policy are provided for STIPs. With itsown characteristics, the STIPs gradually got the geographical and industrial features, whichcreated a new situation for STIPs development in China.Heilongjiang Province has vigorously strengthened the construction ofHarbin-Daqing-Qiqihar Industrial Corridor and STIPs, which provides a rare developmentopportunity for the Qiqihar STIPs development. Qiqihar STIPs was ratified by Province to beeconomic development area in1992. In1994, high-tech park was ratified by Province, andratified to transform to provincial high-tech industrial development area by Province in2001,and promoted to be STIPs by State Council in November2010. Because of itsimportant geo-strategic position and strong heavy industry foundation, Qiqihar STIPsconfirms the idea of two leading industries--development of equipmentmanufacturing and green food, building new urban districts led by high-tech technology, andco-ordination development between high-tech areas and new urban districts. Qiqihar STIPsstarts from scratch, from small to large, from municipal to provincial and to nationallevel, and gets its own advantages on indigenous innovation, heavy industry, green foodindustry, unique geographical location, and external policy and internal management.Meanwhile, it also has some irrational issues, such as irrational industrial bodies, incapabilityof indigenous innovation of small and medium enterprises, improvement of technologicalinnovation system, lag behind of public infrastructures constructions, andirrational management system. All of these issues will seriously affect the furtherdevelopment of STIPs.Taking Qiqihar STIPs for example, based on analyzing development stages of STIPs in China and development status and trend of Qiqihar STIPs, the paper summarizes theadvantages and disadvantages of the past developments, explores futuredevelopment strategies and development priorities, advances targeted solutions and measuresto existing issues, and provides a useful reference for the development of Qiqihar STIPs.
