The Research On The Comprehensive Competitiveness Of Qiqihar

In this paper, in order to make an objective assessment and further research of Qiqihar’scomprehensive competitiveness, compare Qiqihar with other seventeen larger cities which onthe same development level as a sample. According to the results from scholars’ investigationof the city’s comprehensive competitiveness, this paper determines the research content ofurban competitiveness, combined with the current practice of social development, put thecapabilities reflecting the potential for urban development and governance capacity of theenvironment repairing into the evaluation system, establish a comprehensive evaluation indexsystem of the larger cities competitiveness. Through adequate data research and the use ofentropy method and gray relational data calculation method, this paper makes a transverse(with the national18larger cities) and vertical (2006-2012panel data) comparative analysisof Qiqihar city’s comprehensive competitiveness, analysize the status of Qiqihar city’scomprehensive competitiveness and the main problems, the result shows that: in18largecities, Qiqihar city’s comprehensive competitiveness in terms of hard power: economiccompetitiveness is weak, should be strengthened; labor competitiveness steady demanding;technological competitiveness underpowered; infrastructure competitive advantage is notobvious; environmental competitiveness outstanding. In terms of soft power, culture,competitiveness ranking behind seven years little change;lower open competitivenesssecondly, governance competitiveness ranking lowest.According to the analysis, the article presents a comprehensive upgrade of Qiqihar cityforce suggestions: should play the comparative advantages of ecological environment andworkforce competitive advantage. Based on the ability to enhance the economycompetitiveness, to improve the governance ability for protection, take the hard and softpower together promoted as the key. Enhance the city hard power through: developingeconomic to construct a strong economic province; exert labor comparative advantage;improving infrastructure, creating a powerful security; enhance scientific and technologicalstrength, make a strong technomic province; maintaining environmental advantages, such asbuilding a harmonious hecheng to increase its soft power; should strengthen policy guidance,build a service-oriented government; deepen reform and build a free and open internationalcity; building cultural blend of ancient and modern cities.
