Performance management is scientific management, to ensure the normal operation of enterprises means.In view of this well-known enterprises have advocated the implementation of scientific and rational performance management. A lot of research of many scholars on the theory of performance management, most of the findings should be shipped in different businesses, and enable enterprises to achieve good results.But Enterprises of China’s special needs due to their nature and management of particularity, it is rarely use the performance management system to manage, more use of a backward way of Personnel Management. With the continuing reform of the special needs of enterprise systems as well as the special needs of corporate market development, the special needs of enterprises need a comprehensive performance management system.In this paper, we rely on project, X special needs of enterprises as the research object.Based on review of the balanced scorecard and performance management theory, First,starting with the Enterprise in Special Needs and their performance management status, analysising the implementation of The Enterprise in Special Needs of Implement the Balanced Scorecard.Secondly, studying on Performance Management System of Enterprise in Special Needs Based on BSC,and analysis shows that the purpose of its design, design process.Then combined with the characteristics of its,based on four dimensions of the Balanced Scorecard, screening of the indicators.Design the Balanced Scorecard performance management system of the layer of the special needs of enterprise companies and departments.Finally, this paper ues the above analysis of ideas as a guide constructed based on the Balanced Scorecard performance management system for X company,And described its application process.
