Research On Development Strategy Of China’s Traditional Marine Advantageous Industry

Since the21st Century, more and more marine countries increase marine developmentand raise their marine strategy, their development focus are changed from politicaland military point to economic development. China continues to increase efforts todevelop marine resources in recent years, the Chinese Communist Party CentralCommittee have also attached great importance to the Seventeenth Party Congressclearly pointing out that marine industry is an important part of modern industry. It isspecifically stated in the recommendations on Formulating the12th Five-Year Planfor national economic and social development that China should develop marineeconomy, draw up and implement marine development strategy.Marine advantageous industry plays a vital role in the development of marineeconomy and marine industries. It is important and necessary to research traditionalmarine industries development strategy.This paper takes China’s marine fishery in traditional marine industries as an exampleto study its development strategy. It studies the development strategy of foreigntraditional marine industries providing a reference for our traditional marine industriesdevelopment strategy, analyzes the status, problems and challenges of China’s marinefishery, puts forward the strategic goals, principles, protection measures to achieve itsstrategic goals and specific implementation suggestions of China’s marine fisheries.This paper takes absolute advantage theory, comparative advantage theory, sustainabledevelopment theory as a guide and uses comparative analysis, normative analysis andinductive and deductive analysis method. It can be divided into seven parts.Firstly it defines the relevant concepts and theories of traditional marine industriesand marine fisheries and analyzes the theoretical basis of the traditional marineindustries development strategy from the theory of absolute advantage theory, comparative advantage theory, competitive advantage theory and sustainabledevelopment theory.Secondly, it reviews modern foreign countries’ strategy on traditional marineindustries selecting the United States, Japan, Korea and Norway, sums up theirexperience in the traditional marine industries and marine fisheries and comes to theprinciple of the development strategy on traditional marine industries and marinefisheries providing reference for China’s traditional marine industries and marinefisheries development strategy.Third, it analyzes the current situation, problems and challenges of China’s marinefishing industry in terms of aquaculture, marine capture fisheries, aquatic productsprocessing industry.Fourth, it comes up with a new exploration of traditional marine fisheries—marinecarbon sinks fisheries.Fifth, it puts forward the strategic goal, principle and protection measuresof China’smarine fishing industry.Finally, it raises the implementation of measures for China’s marine fisheriesdevelopment strategy.The innovation of this paper is that by refining the government documents, academicliterature of foreign countries’ traditional marine industry development strategy andusing the comparative analysis and Inductive and deductive analysis, it puts forwardsthe development goal of China’s marine fisheries-marine fisheries, to implement asustainable development strategy, science and technology and fisheries strategy,going out strategy. Besides it puts forward new ideas of developing marine fisheries-marine carbon sinks fisheries, makes recommendations for further development ofChina’s marine fisheries.
