The Study Of Financial Subsidies In The Development Of The Policy-oriented Marine Fishery Insurance

As a part of agriculture, marine fishery has a long history in China. China hasalways been a leading marine fishery country since ancient times. The feudal rulersattached great importance to agriculture, but neglect the development of marinefishery. So, marine fishery developed slowly in ancient times. Since China’s reformand opening up, China has established a new policy on the development of fishery,and then the fishery has stepped into a fast-developing period. In terms of the land, theproduction environment of marine fishery has greater instability. The high riskseriously hider the healthy development of marine fishery. As an effective mechanismof managing and spreading fishery risk, the marine fishery insurance emerges as thetime requires. Marine fishery insurance can guarantee the production and living of thefisherman, protect the stability of the fishing areas and promote the development ofmarine fishery. In recent years, the marine fishery insurance has attracted more andmore attention and researchment. However, in nearly three decades’ development, theChina’s marine fishery insurance has not formed a stable operating pattern. Facingdifferent development problems, the commercial marine fishery insurance and ChinaFishery Mutual Insurance Association are all stuck in trouble. The marine fisheryinsurance market has serious market failure, so the government has to intervene thedevelopment of the marine fishery insurance and provide financial subsidies. Thispaper starts from the marine fishery risk; explain the concept and connotation ofChina’s marine fisheries insurance, then point out the current situation of marketfailure based on nearly ten years’ data. This paper elaborates the theoretical basis forgovernment intervention from the relevant principles of economics and finance;deeply analyze the behavior of the main bodies based on game theory. And based onthe experiments about policy-oriented marine fishery insurance, this thesis proposesthe programs to perfect the financial subsidies of the policy-oriented marine fisheryinsurance and provides some recommendations to ensure the implementation of theprograms.
