The Strategic Study Of Building The Small Town In The West Region

The urbanization is the outcome of the economic development and the sign of human society advances. The small town construction of urbanization with Chinese characteristics is an important content of the system, an important measure of the urbanization process of the western region, and the important means to narrow the gap between regions and the gap between urban and rural areas. The Party and the country attach great importance to the small-town construction to provide a good environment of policies for small towns’ construction across the country. Nowadays, with the continuous implementation of the Western developing strategy, the study of the strategic problem of small towns’ construction in the western region has important significance in theory and practice.In this paper, the in-depth study of the theory and empirical analysis of strategic questions of12provinces and cities and small towns in western areas are carried on, based on the relevant theory and practice of the development of small towns from the domestic and foreign area, with the special natural environment, geography, social, economic and cultural aspects of the situation. This paper includes four parts, the first part is the Introduction, mainly introduces this topic’s proposed background, main content, the overall framework, the research and writing methods, and possible innovation and disadvantages; The second part summarizes the theory and practice of the small-town construction at home and abroad, and mainly focuses on the study of the definition of small towns’range at home and abroad in the paper and on introduction of theory and practical experience of the small towns’construction; The third part is the analysis of present situation and problem analysis of the small towns’construction in western region, primarily with the methods of history research, comparative research and survey research,etc, so as to explain and analyze the characteristics, problems and restricting factors of the development of small towns in western region. The fourth part is the key part of this paper, that is, on the basis of the first three parts’ analysis. It explores strategic path for the small towns’construction of the western region. This paper tries to put forward the arrangement of the system of small towns’construction of the western region with the reform and adjustment of census register, land circulation institution, industrial development institution, financial support institution, and urban management institution as the main body, and build up the industry support for the small towns’construction through transforming traditional agriculture, the development of modern agriculture, and the adjustment of economic structure. With the institution arrangement and economic basis, the construction of small towns still needs to get various assistances, such as, the reasonable township program, government policy planning, support and so on. Only in this way can small towns in western China, combined with its comparative advantages, build up the small towns’ characteristics.
