The Analysis Of The Poverty-supporting Performance And The Construction Of Institution In Western Region

There are 7provinces, 1city and 4municipalities to make up of western region in our country. It is being the moment that the society of this region to turn from agriculture society to be modern society. Most poor people centralize in these areas:Neimenggu area, west Shanxi area, central Gansu area, Ningxia area, Qinling area, henduanshan area, southeast Yunnan area, northweat Guizhou and Sitsang area. The most difficult problem while developing in western region need to de treated is poverty.the western region has both the similar situation with villages in other region and the special characters:First, agriculture and stockbreeding is extremely important in this region .The'sannong'problem is so austere, and the agriculture in western region has the weakness such as frangibility, margin and decentralization. Because of extremely poverty,lacking of physical condition for reproduction and being in the longtime recurrent trap, it's hard to get rid of it. Second, not only the poverty, but also the ethical and the religionary problem should be faced. People in this region have the troditional to live tighter, they also have the same idea and economic condition. So we should promote the development basing on the stabilization of the society in this region。The chapter one introduction introduce the background and conclusion of this thesis. This artical discuss the poverty-support performance and the system construction for weatern villages in our country. The chapter two expound the theory of new system economics and try to find the cause of the poverty through system analysis. And these lay a foundation for analysis following. The chapter 3 introduce the poor actuality in western region and sufficient admit the success already been done. The problems that the high rate of being poverty again and the difficult of being more success are pointed out. The last three chapters mainly expound the primary ways for poverty-support include poverty-support through remove to other place, poverty-supporting through transferring the labor force, entire-villaged poverty-suppo -rting and they analyse its shortcomings using new system economics, give the rationalization advice for future poverty-support reform.The innovation aspect in this thesis is that it review the effect of the poverty-support performance through points of view such as entire-villaged poverty-supporting, removing to other place, transferring the labor force. The poverty-support analysis is through the new system economics and the judge of the performance is through the microcosmic system. This article gains its ends that to unification the theory and the practice through criterion analysis toghther with demonstration analysis, basing on literature and cases ,using the theory of new system economics.
