Agri-environmental policy evaluation, which puts environmental policy evaluationunder the specific category of agriculture, is the assessment of integrated agriculturalpolicy with environmental factors. Though China have not published any particularpolicies in this field, the establishment of agri-environmental policy scheme and relativeevaluation system is imperative in developing agriculture and complying with theinternational standards under the current trend that sustainable development, especiallysustainable agriculture has been put on quite amount of attentions.The agri-environmental scheme in Europe is the product of Common AgriculturalPolicy (CAP) after several reforms, which strictly requires environmental standards andcreatively encourages environmental-friendly agricultural activities such asAgri-environmental Measures. The paper uses data resource (AEI) and assessment method(AFI), both of which are specifically designed for Agri-environmental Measures, toevaluate agri-environmental schemes in Europe from a variety of perspectives. The resultshows the improvement of environmental conditions collectively, but also reflects theunbalance of different environmental issues within the policy’s considerations, as well asthat of farmers’ different level of agricultural activities. However, it provided with goodpolicy implications and directions in the future.The result of agri-environmental scheme’s evaluation also sheds some light onChina’s relative measures in this area. With a serious situation of agri-environmentalpollutions and the lack of specific policy guidance, China faces with a austere status ofdeveloping sustainable agriculture. Fortunately, using the data from Rural Areas Yearbookof2010and a similar method to roughly estimate China’s agri-environmental conditions,we came to the conclusion that there are still some potential to improve. If China couldeffectively learn from the successful experience from Europe, speed up in buildingagri-environmental policy scheme and the assessment mechanism, while at the same timetry to increase farmers’ voluntary participation and enthusiasm in environmental-friendlyactivities with incentives, it would be optimistic for China to achieve agri-environmentalgoals, as well as the goals of coordinately development between population, resource,environment and the economy.
