The Loess Tableland Area In The Social And Economic Development Resources Environment Cost Assessment

Building a socialist harmonious society is a major goal and an important guarantee to promote social and economic development in China.resource conservation and environmental protection system as a basic national policy of China, because it relates to the vital interests of the people and the survival and development of the Chinese nation. In recent years,The global shortage of resources and deterioration of ecological environmental and other issues brought unprecedented challenges to human beings, people gradually realized that there are obvious limitation in taking the traditional GDP to weight the economic and social progress of the country or a region, So constructing green GDP calculation systerm is very important and urgent. Green GDP calculation systerm take green GDP as the most important index to weight and guide the national economic progress, it can reflect the level of economic growth and if the economic growth and natural, environmental resources can adapt each other, so it can expess the needs of sustainable developments.On the basis of detailed discussions on green GDP theory and the problems which appeared in process of constructing green GDP for the study area, this paper constructed green GDP calculation model for the study region and green GDP calculation systerm which is operability. Finally give some suggestions for using green GDP calculation model in future. Proper caleulation method was employed in the case study,Through deep, seientific and comprehensive researeh, the following results and conclusions are obtained:(l)Build a regional green accounting model,and discussed the depletion of natural resources and environmental pollution losses Accounting ideas and frameworks,and integrated green GDP accounting measurement methods and ideas,and operational techniques for the monetization of environmental resources.Constructed by using the model of green GDP accounting process,are included in the accounting more comprehensive,covering an important indicator of the resource and environmental accounting system, while the actual situation of Shaanxi Province to select the various parameters and accounting methods(2)Results shown for each year of Loess Taiyuan2001-2010, the green GDP is:1021.11×108yuan,724.01×108yuan,1337.54×108yuan,1921.76×108yuan,2241.53×108y uan,2339.19×108yuan,2961.19×108yuan;4030.40×108yuan,5049.22×108yuan,6061.90×108yuan. Loess Plateau2001-2010annual depletion of natural resources accounting for14.48%,43.77%,13.76%,2.30%,3.19%,7.87%,2.61%,2.93%,1.69%,1.70%of GDP,; environmental pollution losses accounting for7.80%7.08%,9.45%,4.99%,7.77%,7.23%,12.55%,4.34%,2.49%,2.89%of GDP.(3)Found that the loess tableland district energy resources accounted for in the past decade the value of natural resource depletion more than the total number of two-thirds according to the accounting correction and analysis of results of the Loess Plateau of GDP indicators, which fully confirmed the Loess tableland area’s rapid economic development is the cost of energy consumption of large quantities. Air pollution is the most important environmental pollution.Level of environmental pollution, the average compared with the national average and the western region there is the problem of high and this again shows the level of environmental pollution of the Loess Plateau of relatively serious pollution to be further improved.In this paper, the green GDP accounting process, respectively, the two factors of the natural resources and environmental damage at the same time are included in the accounting model,and natural disaster compensation as the environmental value accounting,an accounting indicators into the accounting system,and thus more objective GDP index in the five cities of the loess Plateau of the national economy, the empirical analysis to obtain the parameters of natural resource consumption and environmental consumption parameters in the study area’s economic development process, the relevant departments of local government, the future development of the future economic development planning and policy provides a valuable reference standards and reference. At the same time, there are a lot of problems, resources and the environment costing basis points on the loess tableland in five cities in the region over the past decade the traditional GDP adjusted accordingly.Compared to the United Nations the SEEA environment resources satellite accounts system and the accounting framework for green GDP of our country group before, or relatively simple. Some important indicators of inability to obtain more accurate information and data makes some limitations in the choice of indicators in the accounting, and lead to the final accounting results compared to the true value of some low. Accounting model, there are many places need to improve and perfect, but based on the quantitative results obtained by the actual data for decision-making of the relevant state departments have a certain reference value for the promotion of the Loess Plateau of five cities in the future social and economic development and resource and environment, the coordinated development of have some effect.
