Human society have always been using the resource and service given by nature without any payment, from the day that human beings existed. However, since the industry revolution, with the more serious pollution of worldwide environment and the terrible shortage of environment resource, it is definitely obvious that environmental resource are suffering from scarcity. Since the 1960s,it radically changed the traditional concept that environmental resource were got without any payment. The value of environmental resource can be realized through the price of market mechanism and be allocated effectively and reasonably through adjusting of marketing price. But, natural resource and environmental resource don't get through the humanity's work, and they exist in nature. As the result, this makes us to think and research indefinitely .This paper is titled as "the value estimate of natural resource and environment cost" to resolved the above problems. On basis of spread and widely consulting national and foreign literatures and practically investigating, the paper researches and discusses deeply the theories, method and application of how to give corresponding price to the environmental resource value. The main research contents are as follows:1. Of course, there are controversies in these methods, and also they are need to be improved in the future. They evaluate the costs and the price of mankind's economic activies from the different angle.3. on the basis of the United Nations 1993 System of Integrated Environmental and Economic Accounting(SEEA), the author analyses some methods of appraising for natural resource and environmental inputs cost. And then introduce and sum up national and foreign scholars who raise the theory and solution of the value estimate of natural resource and environment cost.4. Along with the development theories continuously thorough public within the whole world, all countries leaders paid more attentions to the value estimate of natural resource and environment cost at the time of checking GDP. So, some countries have been estimating on some small scales, which provide good lessons to research and develop the problem of natural resources and environment cost.
