The Research Of Key Problems For Information Planning In The Large State-owned Enterprise

As a special form of enterprise, the large state-owned enterprise has a uniqueposition in our national economic construction and development. With theemerging economic globalization, how to make our large state-owned enterprisegroups occupy a favorable position in the global competition is a major eventrelated to the core national interests. The enterprise information management isgenerally pursued by enterprises as a way to improve its efficiency, and it’s also theway for the large state-owned enterprise groups reforming their own managementmode and improving the international competitiveness with their characteristics andthe integration of international advanced management concepts. However, theenterprise information management is not just a simple process assisting themanual work with technical means but an overall reformation process based on theenterprises’ industry characteristics and their management mode. Certain risks existin this reformation, especially for large-scale state-owned enterprise groups.Therefore, how to do the preliminary planning work of information managementrelates to the enterprise’s development.Based on the research of strategies and approaches of the informationmanagement, this article establishes an information planning process model withthe classic demand analysis method. For the abstract theories of informationmanagement, this model introduces concrete methods of target analysis, domainanalysis techniques and resource management technology which are integrated tothe classic information planning process model. As the integration of classicdemand analysis technology and information planning process model is a hugetheoretical and practical work, this paper only analyses the applications ofinformation planning process of the objective analysis method in detail andproposes the information goal programming analysis method based on the classicdemand planning analysis.As a middle manager of Sinopec, the author, who accumulates rich experienceof information construction planning, has fully participated in the process ofstate-owned enterprise groups’ comprehensive information construction. Combined with the information construction planning problems of Sinopec, this paper appliesthe information goal planning method with detail analysis of refinement ofplanning objectives, obstacles analysis and conflict resolution which tests itseffectiveness for an additional method of the classical information constructionplanning process model.
