Entrepreneurial activities generate from the investment of new knowledge, which provide the media for knowledge spillover through the infiltration of“knowledge filter”, creating entrepreneurial knowledge spillovers. Firstly thispaper reviews the research status of entrepreneurial knowledge spillover theory andelaborates the theory basis of entrepreneurial knowledge spillover. Secondly, theentrepreneurial knowledge spillover model suited to China is proposed on the basisof studies abroad. Spatial dynamic panel model is employed with the data samplefrom2002to2009of30provincial regions in China to analyze the influencingfactors of entrepreneurial activities and research the effect of geographic andeconomic factors. Finally, according to the analysis above, several suggestions aregiven to optimize the entrepreneurial rate in China. The main conclusions of the study are as follows: Firstly, the inter-regionalentrepreneurship rate is significantly affected by the knowledge stock. Theknowledge stock growth will significantly promote entrepreneurship; Secondly, aninverse relationship is existed between incumbent firms’ knowledge spillover andentrepreneurship rate, which is not inconsistent with the hypothesis of this articlebecause of the low intensity of intellectual property protection in China. Thirdly, the tax burden is one of the main obstacles for entrepreneurship. High-taxsignificantly increases the entrepreneurs’ costs of entrepreneurial activity. Fourthly, per capita GDP reflects the level of economic development. Higher level ofeconomic development provides a good economic environment for entrepreneurs. Itplays a significantly positive effect for entrepreneurs. Finally, entrepreneurialactivities have significant spillover effect. The main factors which affectentrepreneurial spillover are geographic disparities and economic disparities, andthe impact of economic distance is more significant than geographical distance.
