A Study Of Countermeasure On The New-style Model Empirical Rural Endowment Social Insurance In Shahe City Of Hebei Province

China has the largest population throughout the whole world, meanwhile, it also thefasttest development of aging. there exists a large population of senior citizens in ruralareas, the system of social insurance being weak. Therefore, it is nessary to build andperfect the new social endowment insurance system for the rural people.On the basis of mirroring the idea and theory both in China and broad, this thesistakes the Shahe in Hebei province for example to state specifically the current situationand problems of social insurance system in Shahe, and put forward some solutions andadvice. Firstly, from the aspects of the aging, family structure, and land endowmentfunction, this thesis analyzes the backgroud of implement of social insurance in Shahe,and describes the process of implement of social insurance in Shahe; and then, through theway of questionnaire, this thesis makes a general description for the running of the socialinsurance in Shahe, which expounds some problems, such as: inflexibility of the policy ofthe endowment insurance, weak idea of the endowment insurance of the farmers, low limitof the payment, and the insuffciency of the basic pension allowance, and probes the causesof the problems. accordingly, this thesis puts forward some solutions to perfect the socialinsurance system, such as: perfecting the farmers insurance, increasing the idea of theendowment insurance, all of which will have a good effect on expanding the coverage ofrural social endowment insurance; increasing the basic pension allowance and thepayment standard of the farmers, all of which will have a good effect on the ability of theendowment. Mirroring the experience of other countries, our country executes thespecialized management. This will promote the development of the endowment cause inrural areas.The endowment of rural areas is always the important event which the governmentand the Chinese Communist Party pay full attention, and it is also a task for the scholars toresearch. The establishment of the new social endowment insurance system will not onlyhave a good effect on responsing the aging, ensuring the rights of endowment for farmers;but reducing the gap between the city and countryside and maintaining the stablilization and prosperity in rural areas.
