Building New Style Of Endowment Insurance System Of Our Country

Since the1950s, with the constant development and evolution of endowment insurance system in our country, old-age insurance system has basically covered the Urban and Rural. Currently, endowment insurance system of enterprise staffs in cities and town has become relatively mature Institutional Model after continuous reform and the development. Government and non-profitable enterprise carry out endowment insurance system that is still an Institutional Model of Planned economy. Although our country had begun to reform it early, the reformation encountered many difficulties and now there is little progress. The development of rural social endowment insurance system is slower, in low level, and socialization degree is also lower. Up to now, new-type rural social endowment insurance system of our country is still in the stage of pilot and spread, and it doesn’t realize complete coverage of rural target population. Because of the actual condition of our country and complex historical reasons, endowment insurance system of our country wasn’t designed as a system or whole from the beginning, so lead to a bad situation of old-age insurance system, that is "system segmentation, urban-rural segmentation, regional segmentation". The results are urban-rural disparity of old-age insurance system and a gap of pension between non-profitable enterprise staffs and civil servants.This article mainly starts from the development course and current problems of endowment insurance system of our country, after that introduces typical experience of some developed countries, and then based on western social security theory elaborates the necessity of building China’s new style of endowment insurance system and how to structure this theory system. Based on the design concept and principle that is "promoting justice, adapting to the development trend and realizing multi-win-win situation", this article carries out reform, design and integration on endowment insurance system of our country. The new style of old-age insurance system, foundation of that is the national basic pension insurance system, is made of multi-level system model, and building of it will change the bad situation of the current old-age insurance system that is "Unbalanced structure, regional segmentation, urban and rural, income inequality".
