The Analysis Of Land-use System Based On The Maintenance Of Urban Ecological Space

Under the background of rapid urbanization, the urban expansion of China is squickly,which leads to the suburbanization and the threat to ecological security. Many cities arefacing depletion of land resources, wetland functional decline, shortage of ecologicalspace, high energy consumption and a series of the development bottleneck problems.How to coordinate the relationship between ecological security and land resources? Howto maintain the safety reserves of water sources, tidal wetlands, forest lands and otherresources in urban and rural? Our urban planners can not be avoided from these problems.The problem in land use and space system of urban ecological is the result ofinteraction of the complicated system including political, economic, social, andmarkets.As the space vectors and the role of object,the land-use system played aconcentrated and magnified effect of defects on all system defects. Therefore, the land-usesystem is so important to the efficient and rational use of land resources, the protectionand optimization of urban ecological space. So, this research aims to investigate the theinternal mechanism of urban ecological space, focus from the lack of land property rightssystem and land management systems to study the negative impact of urban ecologicalspace and reveals the former to the latter mechanism. This study will help to clearlyunderstand the inherent defects of the land rights system and deficiencies of landmanagement system, and then provide a theoretical basis for the improvement of the landsystem, thus achieving the goal of optimizing urban ecological space. The main content ofthis study consists of three parts.First, we constructed the analytical framework of the land-use system influence theurban ecological space, set up the target named Ideal urban ecological space system whichhas adequate urban external ecological resources and also systematic internal ecologicalspace. Combined with the respective characteristics of the land property rights system andthe land management system, we used reverse argument based on defects and alsocomparative discussionas based on reference to research the influence made on the urbanecological space by the imperfectness of land-use system.Second, we systematically revealed a land system defects lead to the degeneration of urban ecological space power mechanism to empirical analysis and comparative study.Through the space performance characteristics to screen out that the unclearness,incompleteness and unstablilty of the land property rights system, the incompleteness ofland market reform, the lack of inner scientific nature and the slackness of socialregulation totally lead to the breedness of urban ecological space problem.At last, we tentative proposed new ways to complete land-use system in further,pointed out that we should ensure the basic principle in which the clearness, completenessand stablity of the land property rights system and the marketization of configurationguarantee land-use system reform. Increasing taxes on rationality and planning scientific isthe key to improving land-use system. Improving the legal system, strengthening thesupervision of social democracy is also important to complete land-use system.
