Research On The Standardization Of New Rural Cooperative Medical Basic Data

Construction of new rural coopera-tive medical information system is to realize sta n-dardized new rural coopera-tive medical information exchange and sharing with the basicpremise，which is to promote ncms and the basis of information construction. At present,the national regions and information system construction or planning in and each are dif-ferent, which is lead to "information island" and information waste of resourcesIn order tosolve the problem, we need to put the information system construction planning and e x-change standards to avoid low level and repetitive construction. The research is basied onthe construct information standard system requirement of ncms. And then, we should dis-cussion and research on the standard system of information construction theory and method.In the last, form the basic data set standards.[Objective] The article is basied on the preparation rules of health information dataset.And then we understand the content and process of new rural cooperative activities. Wealso analysis the new rural cooperative business and information needs. Besides, we discussthe established theories and methods of new rural cooperative data standards. Finally forma new farming and basic data standards.[Methods](1)Literature investigation method: This method is used to collect the do-mestic standards of ncms and information about the health information standards. Throughanalyzing the domestic and foreign present research situation, we can established theoreti-cal foundation for the standard research;(2)Scene investigation method: It is used to under-stand the different provinces and cities about information system and data standard con-struction, which is to provide reference for the establishment of standard;(3)Delphi method:It can provied repeated proof for forming data standard drafts;(4)The use of UML modelingmethod is to establish the process system model of ncms,which is used to provide basisformation for data collection and classification standard; [Result](1) We collecte current relevant policy document about the latest research ofnational and local data standard nearly ten and published more than40literature. Standardinformation of different provinces and the domestic and foreign research development arecompared.The research theory and method of information model standards and overseas forhealth information standard is worth using for reference.(2)We talked with the researchand health department leader who is managers of information centers in the informationmanagement and have an interview with them. By this way, understand the present con-struction of the information standard and collect basic data in the cities.(3)The UnifiedModeling Language method that using Microsoft Visio2003as Modeling tools is to makeprocess system model. The activity of ncms mainly including ginseng management, fundmanagement, compensation and settlement ma nagement, management of the medical re-ferral and real-time settlement management, medical management and the agency orgnaiza-tion management, etc.(4)Through the Delphi method we collect and summarize the expert’sopinion. The basic data sets can be divided into medical institutions data, countye naturaldata, individual farmer ginseng data, peasant family ginseng data, medical records andcompensation data, medical settlement fund management data, financial management andsupervision of the audit data and agency of the relevant data.(5)We finally identify fourhundreds and fourteen data elements. All data elements can be descripted by identifier, in-ternal identification code, data yuan name, definition, data type, said format and the allow-able value of data, etc.[Conclusion](1)Through the literature research and investigation, we learn about theactual need of ncms work. With the appearance of medical card, cure of the monitoring andfarmers different situation, the original information system is not fully satisfy the data ex-change and the sharing of information demand, so we need to research and formulate newbasic data standards quickly to improve the using efficiency about information resources and the new rural cooperative informatization.(2)The standard construction of the new ru-ral cooperative basic data set is a large and complex project. The whole design process is aspiral iterative process, and then according to the experts feedback and Suggestions co n-stantly perfect the standard.
